ETS‑Lindgren Joins Consortium Building Unique Dual-Purpose Electromagnetic Compatibility and Radar Cross-Section Laboratory in Tallinn, Estonia

CEDAR PARK, Texas, September 25, 2026 – ETS‑Lindgren announced that construction is underway on an Electromagnetic Compatibility and Radar Cross-Section (EMC/RCS) Laboratory as part of the Drone Technologies Testing Centre of Metrosert, Estonia’s state-owned Applied Research Centre and National Metrology Institute. The new EMC/RCS Laboratory built in Tallinn, Estonia, is scheduled to become operational by the end of 2027.

Following a procurement process that attracted several internationally recognized suppliers, ETS‑Lindgren Oy of Finland was awarded the contract for the EMC/RCS Laboratory together with March Microwave Systems B.V. of the Netherlands.

“We spent several months on preliminary negotiations with the customer to define the final system configuration,” said Aleksei Solovjov, Regional Sales Manager, EMEA, with ETS‑Lindgren. “Using simulation tools, we evaluated the absorber layout and demonstrated that the broadband reflectivity performance of our DuraSorb™ materials could easily support both EMC and RCS testing across the required frequency range of 30 MHz to 40 GHz. This analysis was an important part of developing a dual-purpose chamber that could meet the performance demands of both applications.”

According to Mr. Solovjov, the customer’s technical specifications called for an unconventional approach because traditional far-field or compact-range RCS solutions would have necessitated a considerably larger chamber and more complex RCS system. The selected design also addresses the customer’s requirement to transition efficiently between RCS and EMC testing while minimizing the time and manpower needed for reconfiguration.

“Near-field RCS capability was critical to the customer,” Mr. Solovjov added. “Our experience with large chamber projects allowed us to demonstrate our ability to meet these performance objectives.”

The EMC/RCS Laboratory will operate within Metrosert’s state-of-the-art Drone Technologies Testing Centre, which is being developed to support users throughout the full testing cycle — from laboratory experiments to real-environment field testing.

According to Rainer Kivimäe, Head of the Drone Technologies Unit at Metrosert’s Applied Research Centre, the new laboratory will address a critical gap in testing capabilities in Estonia and elsewhere in Europe. The facility is being designed to accommodate testing ranging from small electronic devices to large platforms and fully integrated weapon systems. Mr. Kivimäe also noted that Estonia’s location creates specific security challenges, highlighting the urgent need for this technology. As a result, the region serves as a highly relevant testing ground, offering combined capabilities that are uncommon elsewhere in Europe.

“The challenging security environment and the lessons learned from the ongoing war in Europe provide us with the opportunity to incorporate authentic radar and electronic warfare data into our laboratory testing,” said Mr. Kivimäe. “This allows us to evaluate how systems are detected in real-world conditions and how their visibility can be reduced.”

Mr. Kivimäe added that access to EMC/RCS testing presents a significant challenge for developers in Estonia and neighboring countries. “Market analysis showed that testing centers offering these capabilities are heavily overbooked across Europe. This new facility will help ease that bottleneck and significantly accelerate the transition of developed prototypes into industrial production.”

The Drone Technologies Unit at Metrosert’s Applied Research Centre will bring together a broad range of existing and expanded capabilities. In addition to the EMC/RCS Laboratory, the Centre will include a drive-in climate chamber laboratory; an ingress protection laboratory; climate and altitude chambers; a materials laboratory with a corrosion chamber; an accelerated life testing (HALT/HASS) laboratory; a vibration and acoustics laboratory; and an electronics laboratory supporting the other facilities. Metrosert will also establish a dedicated field-testing area for drones and unmanned systems.

The infrastructure is primarily intended to support defense-sector companies in the Baltic and Nordic regions, particularly developers and manufacturers of large-scale systems. In parallel with the launch of the EMC/RCS Laboratory, an accreditation process will be initiated to support compliance with international standards and full measurement traceability.
